THE BALANCE 1804 LETTER FROM MOREAU TO DUROC The following letters are from the courier de Londres, they fool excited, it is said, a great sensation in the multitude circles at Paris. General Moreau to Lieutenant General Duroc. I think that, in forming enterprises, the issue of which is very uncertain, and the result of which may give a moral blow to the government which conceives them, one ought to be forced to them by mountain so imperious, that the precaution and honor of the State would be compromised, if one should make a back out step, that should discover weakness or irresolution. exclusively I do not see that the present circumstances oblige us to risk, against a thousand unfavourable chances, the great part of our land forces; and the regenerating, which is beginning to be created as it were by magic, by an impetuous and industrious people.
